For a long time, they were built with vents which was intended to increase air flow through the space and keep it dry. Unfortunately, this is rarely what happens. Having open vents allows water to enter the space during rain and snow storms and the vents hinder airflow which results in the humidity level staying too high which can foster the growth of mildew. This is done using a process called encapsulation which is the installation of a heavy duty liner, sometimes accompanied by insulation products, which are heavy duty plastic and vinyl sheets as well as covers to close off existing vents and a sturdy door that will close off the area completely and stop any excess moisture from entering.
