In our area, many of the homes were built with crawl spaces and not basements. As long as there have been crawl spaces, they were constructed with vents which was intended to increase fresh air flow into the space and keep it dry. Unfortunately, this is rarely what happens. Having open vents allows water to enter the space during rain and snow storms and the vents prevent proper evaporation which causes the humidity levels to stay high which will eventually facilitate the growth of mildew.
