As long as there have been crawl spaces, these were built with vents which was intended to increase air flow into the space and keep it dry. Unfortunately, this is rarely what happens. The vents allow water to enter the space during rain and snow storms and then it never leaves which results in the humidity level staying too high which can foster the growth of mildew.
