In our area, many of the homes are built with crawl spaces and not basements. For a long time, these were built with open vents which was intended to increase air flow into the space and keep it dry. Unfortunately, this is rarely what happens. The vents allow water to get in during rain and snow storms and then it never leaves which results in the humidity level staying too high which can foster the growth of mildew.
