In our area, many of the homes are built with crawl spaces and not basements. As long as there have been crawl spaces, these were created with vents which was intended to increase air flow through the space and keep it dry. Unfortunately, the opposite is usually what happens. The vents allow water to get in during rain and snow storms and the vents prevent proper evaporation which results in the humidity level staying too high which can harbor the growth of mildew.
