In our area, there are many homes that were built with crawl space areas instead of basements. As long as there have been crawl spaces, they were constructed with vents which was intended to increase air flow into the space and keep it dry. Unfortunately, this is rarely what happens. The vents allow water to enter the space during rain and snow storms and then it never leaves which causes the humidity levels to stay high which can harbor the growth of mildew.
