In our area, there are many homes that were built with crawl spaces in addition to basements. For a long time, these were built with open vents to the outside where were intended to help fresh air flow through the space and keep it dry. Unfortunately, the opposite is usually what happens. The vents allow water to get in during rain and snow storms and the vents hinder airflow which causes the humidity levels to stay high which will eventually foster the growth of mildew.
