In the greater Virginia Beach area, many of the homes were built with crawl spaces instead of basements. For a long time, they were built with vents to the outside where were intended to help air flow into the space and keep it dry. Unfortunately, the opposite is usually what happens. Having open vents allows water to get in during rain and snow storms and the vents prevent proper evaporation which causes the humidity levels to stay high which can harbor the growth of mildew.
