In our area, there are many homes that are built with crawl space areas and not basements. For a long time, these were built with open vents to the outside where were intended to help fresh air flow into the space and keep it dry. Unfortunately, this is rarely what happens. The vents allow water to get in when it rains or snows and the vents hinder airflow which results in the humidity level staying too high which can foster the growth of mildew.
