As long as there have been crawl spaces, they were created with vents to the outside where were intended to help fresh air flow through the area and keep it dry. Unfortunately, the opposite is usually what happens. Having open vents allows water to get in during rain and snow storms and the vents hinder airflow which results in the humidity level staying too high which will eventually harbor the growth of mildew.
