In our area, many of the homes were built with crawl spaces in addition to basements. For a long time, they were built with vents which was intended to increase fresh air flow through the area and keep it dry. Unfortunately, this is rarely what happens. The vents allow water to get in when it rains or snows and then it never leaves which causes the humidity levels to stay high which will eventually harbor the growth of mildew.
