In our area, there are many homes that were built with crawl spaces and not basements. For a long time, these were built with open vents which was intended to increase air flow into the area and keep it dry. Unfortunately, the opposite is usually what happens. The vents allow water to get in during rain and snow storms and the vents prevent proper evaporation which causes the humidity levels to stay high which will eventually foster the growth of mildew.
