In the greater Virginia Beach area, many of the homes were built with crawl spaces instead of basements. For a long time, these were constructed with vents to the outside where were intended to help fresh air flow into the area and keep it dry. Unfortunately, the opposite is usually what happens. The vents allow water to enter the space during rain and snow storms and the vents prevent proper evaporation which results in the humidity level staying too high which can foster the growth of mildew.
