In our area, many of the homes are built with crawl spaces in addition to basements. As long as there have been crawl spaces, these were constructed with vents to the outside where were intended to help fresh air flow into the area and keep it dry. Unfortunately, the opposite is usually what happens. The vents allow water to get in when it rains or snows and the vents hinder airflow which results in the humidity level staying too high which will eventually facilitate the growth of mildew.
