In our area, many of the homes were built with crawl spaces and not basements. As long as there have been crawl spaces, they were created with open vents which was intended to increase air flow through the area and keep it dry. Unfortunately, the opposite is usually what happens. Having open vents allows water to get in during rain and snow storms and the vents prevent proper evaporation which causes the humidity levels to stay high which will eventually facilitate the growth of mildew.
