In our area, many of the homes were built with crawl space areas and not basements. As long as there have been crawl spaces, they were built with vents which was intended to increase fresh air flow into the space and keep it dry. Unfortunately, the opposite is usually what happens. The vents allow water to get in during rain and snow storms and the vents hinder airflow which results in the humidity level staying too high which can facilitate the growth of mildew.
