In the greater Virginia Beach area, many of the homes were built with crawl spaces and not basements. As long as there have been crawl spaces, these were created with vents which was intended to increase air flow through the space and keep it dry. Unfortunately, this is rarely what happens. The vents allow water to get in when it rains or snows and the vents prevent proper evaporation which results in the humidity level staying too high which will eventually facilitate the growth of mildew.
