In the greater Virginia Beach area, many of the homes were built with crawl spaces instead of basements. For a long time, they were built with vents to the outside where were intended to help fresh air flow into the area and keep it dry. Unfortunately, this is rarely what happens. Having open vents allows water to get in during rain and snow storms and then it never leaves which causes the humidity levels to stay high which can facilitate the growth of mildew.
