In our area, there are many homes that are built with crawl spaces and not basements. As long as there have been crawl spaces, these were built with vents to the outside where were intended to help fresh air flow into the space and keep it dry. Unfortunately, this is rarely what happens. The vents allow water to get in during rain and snow storms and then it never leaves which causes the humidity levels to stay high which will eventually facilitate the growth of mildew.
